Any assistance would be useful, we have ~15 licenses which are currently useless.

Hi,

Thanks for sharing this issue. It looks to me like you somehow have a recursive project reference inside your solution.

Do you have the 'Infer project references using assembly name' setting enabled?

I recommend selectively unloading projects in your solution until you can identify the circular dependency.
