Does NCrunch run failed tests first?
If not, I think that this could be an easy way to shorten feedback cycles.

Yes it does. There is a weighting system inside the engine that takes into consideration:
* Tests impacted by the changes you have made
* Tests that are failing
* Tests that run faster
... along with a few other lesser important factors :)
