The installer detected the wrong version of VS 2019 (from another boot drive) and failed to install with a permissions problem.
I could not be bothered with the manual unzip process this time. I renamed the Program Files folder on the other volume (not used by the running instance of Windows) and this allowed the installer to proceed.
Appreciate that this one is an old issue but thought it might help someone. I understand it would be difficult from the installer to find out if the devenv underneath that path is actively used or not.
