Here is another path that does not get copied:

<CodeAnalysisRuleSet>..\..\something</CodeAnalysisRuleSet>

Can be worked around by "Additional Files to Include", but should be copied by default.

Additionally, the .ruleset file can have:

<RuleHintPaths>
<Path>..\Some\Other\Relative\Path</Path
</RuleHintPaths>

And we had to do "Additional Files to Include" on that too.
